OVERVIEW
Over the past five years, Tellepsen has more than doubled in size and taken on new complexity. As the company continues to grow, People Operations is evolving into a function that enables that growth by solving people and organizational problems.
As part of this evolution, we are looking for a Bilingual HR Generalist. This is a hands-on, highly accountable HR role that keeps core HR operations running accurately and on time across Tellepsen Corporation and its operating companies, supporting both professional and craft workforce. This is a true generalist role: it moves across employee relations, onboarding, compliance, benefits, records, and reporting, and the right person is flexible and adaptable — comfortable shifting between employee-facing, compliance, analytical, and administrative work as priorities change. Fluent English and Spanish communication is required. The role calls for strong HR judgment, attention to detail, a sense of urgency, and the confidence to support employees and leaders at every level of the company.
RESPONSIBILITIES
- Partner with HR leadership to execute HR initiatives, policies, and programs across professional and craft employee populations.
- Serve as a primary day-to-day HR resource for employees and managers — providing guidance on policies, programs, and workplace matters, monitoring HR communication channels, and escalating complex issues appropriately.
- Own and continuously improve onboarding for professional and craft employees, and facilitate new-hire orientation — presenting HR policies, benefits, and expectations to groups in both English and Spanish.
- Support employee relations by gathering information, documenting concerns, assisting with investigations, preparing HR documentation, and coaching employees and front-line leaders on routine matters.
- Coordinate employee lifecycle transactions — promotions, pay changes, transfers, status and organizational changes, and terminations — reviewing each for accuracy, approvals, documentation, and compliance.
- Manage core compliance activities, including Form I-9 audits and employment eligibility documentation, required policy acknowledgements, and other assigned tasks — completed accurately and on time.
- Manage Texas Workforce Commission unemployment claims, including documentation, responses, deadlines, and support for hearings or appeals.
- Support federal, state, and company reporting and HR audits; complete employment verifications; and coordinate garnishment setup with Payroll — all accurately and within deadline.
- Maintain accurate, compliant employee records and HR data through sound document management and retention, and review regularly to catch and resolve gaps or errors.
- Provide first-level benefits support — eligibility, enrollment, qualifying life events, and routine questions — and support open enrollment and other company-wide HR initiatives.
- Partner cross-functionally with Payroll, Accounting, Operations, Recruiting, and Training & Development to execute employee-related processes accurately and on time, while keeping HR ownership of the underlying process and documentation.
- Identify process gaps, compliance risks, and opportunities to improve efficiency; recommend practical solutions; and use sound judgment on when to add structure, escalate risk, or improve a process.

DEFINITION OF SUCCESS
- Employees and leaders see the Generalist as a responsive, knowledgeable, and trusted day-to-day HR resource.
- Onboarding for professional and craft employees is accurate, consistent, compliant, and a positive experience.
- HR transactions, records, and compliance activities — I-9s, unemployment responses, garnishments, and required acknowledgements — are completed accurately and on time, with gaps proactively resolved.
- The Generalist works independently, anticipates issues, identifies improvements, and escalates risk appropriately.
- HR leadership can focus on higher-level employee relations, total rewards, and strategic priorities because core HR operations run reliably.
REQUIREMENTS/EXPERIENCE
- Bachelor’s degree in Human Resources, Business Administration, Organizational Behavior, or a related field.
- 5+ years of progressive HR experience across broad Generalist responsibilities.
- Bilingual English/Spanish required, with the ability to communicate HR information clearly in both languages.
- Working knowledge across multiple HR disciplines: employee relations, onboarding, compliance, benefits administration, employee lifecycle transactions, and federal and state employment law.
- Familiarity with Texas Workforce Commission unemployment and state reporting processes.
- Experience facilitating orientations, training, or presentations for employee groups.
- Knowledge of Viewpoint or a comparable HRIS, plus Microsoft Word and Excel.
- Ability to handle sensitive employee information with confidentiality and sound judgment.
- Construction industry experience strongly preferred.
