Summary/Objective

The Human Resources Recruitment Specialist is responsible for delivering all facets of full recruiting life cycle success throughout Smith County. This will be achieved through the development of the recruiting and selection strategies addressing the current and future workforce needs of the organization, employing traditional sourcing strategies and resources as well as developing new, creative recruiting ideas. The Human Resources Recruitment Specialist works closely with hiring managers, senior leadership, external vendors, and other stakeholders to ensure our recruiting practices meet the organization's needs. The recruiter strives to ensure all applicant and candidate experiences are of high quality and represent the organization's values and culture.

Duties and Responsibilities

  • Participates in formulating recruitment strategy for all positions; ensures that all searches are coordinated in accordance with applicable rules, statutes and County policy; assists the Director in the search and employment process for key administrative vacancies.
  • Builds job descriptions for open requisitions, prepares advertisements and posts in various specialized venues to increase the number of qualified applicants.
  • Provides screening and recruitment assistance to department heads. Drafts all County job postings and manages the posting of all open positions on the County website. Seeks opportunities for free or low cost advertising to attract the best-qualified candidates.
  • Assist in managing NEOGOV software program by creating/deleting users and demonstrate how to use the program.
  • Uses a variety of sourcing methods (recruitment sites, referrals, LinkedIn, social media, etc.) to find a diverse qualified applicant pool; proactively seek and evaluate the most qualified candidates.
  • Continuously expands networking/sourcing resources, develops and maintains candidate pipeline; appropriately maintains applicant tracking process/system per requisition to provide statistics and reporting (EEO related)Maintains updated electronic files of all County employee in safety-sensitive positions, in support of drug and alcohol testing program and Department of Transportation reporting.
  • Develops and maintains contacts with schools, alumni groups, and other public organizations to find and attract applicants. Coordinates participation in, sets up display, and works at job fairs and career fairs
  • .Assists with conducting New Employee Orientation classes.
  • Completes any necessary steps for the onboarding process, including: reference checks, background checks, offer letters, reemployment paperwork and on occasion share the duty of facilitating employee orientation.
  • Provides customer service and performs a variety of duties relating to the processing of employee transactions, benefits, payroll selections, terminations, status changes, reports and the maintenance of related records.
  • Processes Employee Change forms (i.e., promotions, demotions and separations), as needed.
  • Prepares employee files and maintains database for digitally stored personnel files.
  • Works with various divisions of the county to develop and/or update job descriptions, job questionnaires and to ensure compliance with FLSA.\Provides information about the job and about working for the County to prospective applicants.
  • Assists the Human Resources department in carrying out functions or special projects, including recordkeeping, copying, faxing, file maintenance, data entry, proofreading, conducting research, document preparation and other duties as required.
  • Performs other duties as assigned when needed.

Required Skills and Abilities

  • Knowledge of Federal and State laws affecting Human Resources including the ADA, FMLA, FLSA, and Title VII of the Civil Rights Act
  • Strong ability to effectively use software such as Microsoft Word, Excel, and PowerPoint, Adobe Pro, and prefer knowledge of NeoGov application.
  • Self-starter with exceptional organizational, communication (written and verbal), and interpersonal skills in dealing with the public, as well as the ability to develop and maintain professional working relationships with county officials, department heads, and co-workers. Personal time management and organizational skills to meet productivity objectives
  • Familiar with standard concepts, practices and procedures within the HR field.
  • Relies on experience and judgment to plan and accomplish project goals.
  • A degree of creativity and latitude is required; ability to operate with minimal supervision.
  • Ability to maintain confidences and to deal with sensitive issues.
  • Skilled in public speaking; excellent writing and communication skills.
  • Maintain confidentiality and comply with HIPAA and all other compliance standards per company policy.
  • Ability to take direction, coaching and act positively to improve performance.
  • Ability to be adaptable, flexible and advance existing skill sets to be able to serve future office needs in additional capacities.
  • Ability to learn additional HR terminology processes and employment laws to be able to serve the department when operational demands may require it.

Education and Experience

  • 2 years’ experience serving in a recruiting, onboarding, or personnel administration role.
  • College degree in a related field or equivalent, preferred. 
  • Combination of 5 years of experience and education in Human Resources, preferred
  • Experience with NeoGov software preferred.

Licenses and Certifications 

  • PHR or SHRM-CP preferred, but not required.

Physical Demands and Work Environment 

  • The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the HR Specialist.
  • While performing the duties of this job, the HR Specialist is regularly required to sit; use hands to finger, handle or feel; reach with hands and arms; bend and kneel; and talk and hear. The HR Specialist must frequently lift and/or move objects weighing 15 pounds and, occasionally, 40 pounds or more, such as supplies, boxes, stacks of records, filing cabinets, etc. 
  • Specific vision abilities required of the HR Specialist include close vision and ability to adjust focus.
  • The noise level in the work environment is occasionally loud and frequently distracting. The HR Specialist is constantly required to perform tedious, exacting work, and is required to work closely with others as part of a team. The HR Specialist is frequently required to perform multiple tasks simultaneously, and counsel and assist individuals from a variety of ethnic and socioeconomic backgrounds

Travel

  • The HR Specialist must be able to travel from building to building or other County business locations on short notice to meet with department heads, elected officials, employees or others, as necessity arises.
