Summary:
The primary purpose of this position is: To serve as senior specialist responsible for participating as an Air Force representative with the DoD Enterprise Hiring Solutions working group. Coordinates, validates, makes recommendations, and test systems functionality to support the DoD Enterprise Hiring recruitment and placement tools. Supports HR production teams in troubleshooting, training, and resolving the most difficult technical problems
associated with day-to-day operations. Provides comprehensive staffing and placement services for Air Force Wide Appointment and Placement activities in a regionalized civilian personnel environment while assigned to the Human Resources Technical Operations/HR Production Metrics, and Civilian HR Enterprise Systems Program Mgmt.
Duties:
- Represents AFPC Directorate of Personnel Operations /Staffing Operations Division, evaluating, recommending, testing, and delivering Civilian HR Enterprise Systems in collaboration with AFPC employees, Civilian Personnel Sections (CPS), MAJCOMs, HQ AF, other DoD components, DCPAS and OPM.
- Participates in special projects, initiatives and performs special assignments. Independently identifies the need for and initiates special projects and studies affecting Affirmative Employment and the effect on serviced installations.
- Troubleshoots and resolves the most difficult and complex internal and external placement situations. Resolves the most difficult and controversial problems to include defining issues, determining applicable precedents, laws or regulations to apply and determining the most effective approach and methodology.
- Researches, interprets, analyzes and applies a variety of public laws, Executive Orders, and Federal regulations regarding civilian personnel staffing functions. Handles and/or oversees the most complex operational staffing issues, researching and rendering recommendations as necessary.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- Experience and knowledge of Air Force Civilian Personnel Staffing programs and data processing information systems are required for immediate productivity.
- The incumbent is expected to demonstrate a high level of self-motivation and ingenuity.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: 1) Using a working knowledge of policies, procedures, methods, and techniques of business operations to develop, revise, and advise on Human Resources programs to meet goals and objectives within available resources. 2) Using analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of assessing effectiveness, identifying deficiencies, analyzing trends, and making recommendations for enhancements and improvements of programs and the resolution of problems. 3) Providing knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices to administer an agency wide personnel and data analytics program. 4) Using data visualization platforms to translate complex business needs, requirements and strategy, multiple data sets and other data points into conceptual, relevant, and straightforward dashboards, visual tools, reports, and analytical solutions. 5) Planning, organizing and leading working groups to facilitate Enterprise solutions. 6) Analyzing HR management programs, practices and procedures to assess the effectiveness and to provide recommendations for corrective actions. 7) Identifying, analyzing and conceptualizing HR problems and developing alternative solutions and a broad knowledge of methods and techniques of fact-finding, analysis and resolution of concrete action plans to analyze organizational and operational problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of and thorough understanding of the Federal HR affirmative employment, recruitment, placement principles, concepts, practices of personnel management laws, executive orders, functions, theories and techniques and the interrelationship of the various personnel disciplines to include a broad knowledge of HR theories, principles and practices in the delivery of HR services.
- A sound theoretical knowledge and practical understanding of federal personnel management automated data processing functions, theories and techniques and of basic relationships of the various personnel disciplines and tools. Ability to represent the Air Force both within and outside the organization and gain support for program goals. Ability to plan, organize and lead working group to facilitate Enterprise solutions.
- Ability to gather, analyze and present information and to plan and organize work independently. Ability to establish effective working relationships with coworkers and customers contributing to a cooperative working environment and successful accomplishment of the mission.
- Ability to communicate orally and through clear, concise and technically accurate written memoranda, letters, documents, briefings, and reports. Skill in analyzing HR management programs, practices and procedures to assess the effectiveness and to provide
recommendations for corrective actions. - Skill in reasoning and ability to identify, analyze and conceptualize HR problems and develop alternative solutions and broad knowledge of methods and techniques of fact-finding, analysis and resolution of concrete action plans to analyze organizational and operational problems.
- Ability to coordinate and integrate the work activities of several organizational segments and/or several different projects to maximize organizational efficiency.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
- Name/Rank/Grade of Service Member
- Branch of Armed Forces
- Dates of Active Service (Start and End Date(s)
- Expected Date of Discharge/Release from Active Duty
- Terminal leave start date (if applicable)
- Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
- Must be certified within 120 days of anticipated discharge
- Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
