The primary purpose of this position is to serve as a Human Resources Specialist (Recruitment & Placement) with responsibility for planning, developing and carrying out full range of recruitment, placement, and related management advisory services for HQ ACC Defense Civilian Intelligence Personnel System (DCIPS) positions Command wide.
**Salary ranges include local market supplements.**
- Provides recruitment and placement services to assigned organizations.
- Provides recruitment and placement, and affirmative employment advisory services.
- Administers the Command's DCIPS overseas entitlements program. Counsels employees that are PCSing or deploying to overseas locations, makes determinations of eligibility and computes allowances on the basis of specific information available in each case in accordance with applicable regulations, guidelines, and policy statements.
- Leads or participates in special initiatives, studies and projects, and affirmative employment activities.
- Prepares written correspondence and other documents. Writes a variety of documents to include items for newsletters, responses to Congressional Inquiries, reports of special studies, scripts for briefings, letters responding to inquiries from employees and other customers, and supplements to regulations and directives.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.

- The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays.

- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
- Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI).
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- This position is in the excepted service authorized by the Title 10 U.S.C and covered by Defense Civilian Intelligence Management System (DCIPS). The employee must sign a Statement of Understanding prior to occupying a DCIPS position.
Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of Federal HR recruitment, placement, and affirmative employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; and troubleshoot very difficult problems referred by less experienced staffing specialists; knowledge of HR processes sufficient to relate recruitment and placement issues to overall HR management processes; skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems; skill in developing recruitment strategies to provide candidates for the most difficult-to-fill positions; ability to develop and recommend innovative approaches and strategies to resolve unprecedented recruitment and placement problems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques.
- Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment.
- Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
- Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems.
- Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
- Ability to express ideas and concepts and communicate effectively orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
